I dunno, reading it, it says the guy must of 3 bird years for RESIGNING players. so in a sense this is legal.. this can be left for interpretation..

It doesn't say you have to have resigned the player. It only says if you resigned the player, he must have had 3 bird years.

I read it as the player you are frontloading must have 3 or more bird years, which essentially means they have to be a player you are re-signing.
