Put all players under 24 into the draft pool Put all players above 24 into the Free Agency pool

How about this:
We keep the 29 teams we have, since that only makes sense. Why would we delete a team that has been around for ages for the Bobcats, they were an expansion team after all.
And to take care of the Bobcats players we could just do this: At the end of the 1st season we have a lottery separate from the rookie draft lottery, except this one would include all 29 teams (with the worst teams having the greatest chance at landing the #1 pick). We run the lotto and then have a separate draft to select the Bobcats players.

The lotto could be done using a random generator. And I don't like putting them in FA because only teams with cap get a shot at them, I've never liked that idea. I think if we do have a lottery, it should give all teams an equal chance. I mean a team getting like two #1 overall picks in one year would be ridiculous.

Yeah, but then a team like Boston or Portland get two amazing young players which gives their teams a complete 360.
Say Portland lands Oden and Felton. They add that to the already extremely young core of Aldridge, Roy, Webster, Randolph, ect. Getting 2 players like that immediately turn you into probably the best young team in the league. It's essentially having the 1st and 2nd overall picks in a regular draft, but getting the 2nd for free.

Every team in the league is assessed a number from 1-29. The random number generator is run for every player and the number they get will correspond with a team. No team can get more than one player. Teams have the right to deny the player and his contract and put him back in the dispersal draft.
Problem with that is, the rich could just get richer. Putting them in FA works somewhat, but that advantages the teams with cap too.
